Sony October Budget Packaging Reveals Phantasy Star Portable Surprise

Sony shared today the PSP and PS3's October lineup of budget releases. Following a flood of price down versions released today to coincide with the slimline PS3 launch, things are slowing down next month with just two releases. But both are a bit more special than the average budget release.
As previously announced, PS3 will get a budget version of Way of the Samurai 3 on October 29. This is fully titled Way of the Samurai 3 Plus PlayStation 3 the Best, with the Plus standing for a slew of new features that will hopefully justify the ¥3,990 price point (that's a bit high for a budget release).
A retailer previously said that the budget version would include footage of the next Way of the Samurai game. The game's front box art makes no mention of this.
The PSP budget title for the month, Phantasy Star Portable PSP the Best, was also previously announced. Set for October 8, the extremely yellow re-release will go for ¥1,890, which is low even by budget standards.
Unlike the Way of the Samurai 3 Plus box, the Phantasy Star Portable box has some surprises. Previously, Sega announced that the game would include the PSU Chronicle video UMD disc. That's shown on the box along side a bit of text stating that data from the best version can be carried over to the upcoming Phantasy Star Portable 2.
This is a bit mysterious to be sure. The text seems to suggest that only data from the budget version can be carried over. Does this mean those who played the original are out of luck?
We'll have to wait for a formal statement from Sega.
