Resident Evil 5 Gold Edition Content Was Originally Planned as In-game Extra

Jill's scenario might have looked just a bit different had Capcom carried through with its original plan.

Resident Evil 5 Gold Edition (Alternative Edition here in Japan) includes two completely new scenarios that put players in control of RE series veteran Jill. In addition to the Gold Edition release, the scenarios will be offered as download content for the current RE5.

RE5 owners have to pay for that DLC. But it appears that had things worked out as originally planned, the content would have been included on the main RE5 disc as a free bonus.

Director Yasuhiro Anpo revealed this in the latest installment of the Gold Edition development blog.

According to Anpo, during RE5's development, the staff felt that they would have to include some bonus content in the game in order to keep up with the series' long tradition of offering players such content. The idea they arrived at is a scenario centered around Jill's escape sequence. This scenario, said Anpo, serves as the basis for Gold Edition (I believe Anpo is specifically referring to Gold Edition's Desperate Escape scenario in which Jill and Josh escape from a tri-Cell facility).

So why wasn't this plan realized? The problem, apparently, is with the game's event scenes. Due to the high quality and costs required of producing event scenes for RE5, it's no easy (or cheap) task to simply add additional scenes. At one point, the team considered using comic-style event scenes in place of the full RE5-style scenes, but this ended up not happening.

These scenes from RE5 Gold Edition are apparently too complex for bonus content.

The reason we're seeing the scenarios as add-on content is, according to Anpo, because of user demand for a scenario involving Jill.
